    ESA PCR prepared the Environmental Impact Report (EIR) for the proposed Church of the Woods project involving a recreation and ministry related development on a 37-acre parcel in the Rim Forest community within the San Bernardino Mountains.

    In tandem with the County’s efforts to promulgate GHG thresholds under the 2007 Settlement Agreement with the State Attorney General’s office, ESA PCR worked closely with County planners, attorneys, and a third party consultant to develop interim CEQA thresholds applicable to development projects under the County’s jurisdiction.

    After developing the GHG thresholds, ESA PCR prepared the revised Global Climate Change Technical Study for the project.  ESA PCR calculated the GHG emissions for the proposed project, defined the “business as usual” (BAU) case, and demonstrated the efficacy of project design features and mitigation measures to reduce construction and operation GHG emissions at least 30% below BAU emissions. Moreover, ESA PCR demonstrated project consistency with applicable Climate Action Team (CAT) strategies.

    Chula Vista Eastern Urban Center Sectional Planning Area

    Project Location: Chula Vista, CA

    ESA PCR prepared the Environmental Impact Report (EIR) for the Eastern Urban Center Sectional Planning Area Plan on the Otay Ranch portion of the City of Chula Vista. The Plan proposes for the development of nearly 3,000 multi-family residential units, nearly 3.5 million square feet of commercial floor area, and sites for an elementary school, fire station, and neighborhood parks on just over 200 acres.

    Even before the official inclusion of Global Climate Change to the CEQA Guidelines, ESA PCR prepared a refined GHG analysis, quantifying the potential reduction from business as usual expected from mandatory and optional building standards, project design features, and City-sponsored programs. ESA PCR analyzed the efficacy of numerous energy and resource reduction strategies, including GHG emissions resulting from vehicle trip generation, electricity and natural gas usage, and the consumption of potable water.
