Greg Broughton
Founder and President
Mr. Broughton founded PCR in 1974 in response to the establishment of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). With his experience as a land use consultant and his MBA from the Stanford University Graduate School of Business, Mr. Broughton proved to be uniquely skillful at developing consensus-building solutions. As a recognized CEQA authority with expertise in the application of California and Federal environmental laws and review procedures, he is frequently called on to provide expert testimony for Environmental and Real Estate judicial matters. Mr. Broughton has counseled clients on the development of sanitary landfills, power plants, theme parks, international airports, Superfund remediation programs, motion picture studios, museums, educational facilities at all levels and major mixed-use developments. In addition to his accomplishments at PCR, Mr. Broughton was a Governor's appointee to the Baldwin Hills Conservancy (2004-2007) and previously served as Vice Chair of ULI’s National Sustainable Development Council.
Steve Nelson
Senior Vice President, Director of Biological Services
Mr. Nelson is a Principal of the firm, the Officer-in-Charge of PCR’s Irvine Location, and Director of Biological Services. Entering the consulting field after receiving an advanced degree in biology, he has 35 years of experience in the field, including 15 years as a manager of a biological and resources management division. In addition, he has 10 years of experience as a commercial real estate broker, an MBA from Cal Poly Pomona, and has served as a City Planning Commissioner for the past 10 years. Mr. Nelson’s broad professional experience lends itself to a unique perspective and insight into resource identification, evaluation, planning, and management. As a result of his problem-solving orientation and balanced approach to assignments, Mr. Nelson is commonly sought out by public agencies, landowners/developers, attorneys, engineers, and planners alike.
Jay Ziff
Principal, Director of Environmental Planning & Documentation
Mr. Ziff is a Principal of the Firm and the Director of Environmental Planning & Documentation. As the Director he is responsible for projects from Central California and to the California-Mexico border. He has 20 years of experience as an environmental consultant specializing in the management and preparation of development projects subject to CEQA and NEPA compliance. Mr. Ziff directs a division that has recently been responsible for nearly 20,000 residential units, high-rise to hillside, upwards of 10 million square feet of retail space, and a wide array of infrastructure and institutional projects. Recognized as a CEQA expert, he has directed documentation for many of Southern California’s most challenging projects. His experience includes the broadest array of project types, including public infrastructure, institutional, and real estate development often characterized by local controversy.
Heidi Rous, CPP
Principal, Director of Air Quality, Climate & Acoustics
Ms. Rous is a Principal of the firm, the Director of the Air Quality, Climate, and Acoustics Division, and the Officer-in-Charge of PCR’s Pasadena Office. Ms. Rous is a Certified Permitting Professional who has provided project oversight for a network of clients throughout Southern California and the United States for over 19 years. As the Secretary of the Technical Coordinating Committee of Risk Assessment/Management for the Air & Waste Management Association, she regularly presents technical papers at national conferences and workshops. She maintains long-term relationships with Fortune 500® companies and regulatory agencies, recognizing the importance of ensuring client satisfaction through value-added services and defensible documentation. Ms. Rous leads a division that is on the cutting-edge of carbon assessment and sustainable planning practices. Her expertise includes managing complex compliance and planning projects, federal and local air quality permitting, sustainability, emissions estimation and reporting, multi-media compliance, training, audits, litigation support, and environmental management systems.
