Mr. Broughton founded PCR in 1974 in response to the establishment of the California Environmental Quality
Act (CEQA) and the National Environmental Policy Act. With his experience as a land use consultant and his MBA from the
Stanford University Graduate School of Business, Mr. Broughton proved to be uniquely skillful at developing consensus-building
solutions. As a recognized CEQA authority with expertise in the application of California and Federal environmental laws and
review procedures, he is frequently called on to provide expert testimony for Environmental and Real Estate judicial matters.
Mr. Broughton has counseled clients on the development of sanitary landfills, power plants, theme parks, international airports,
Superfund remediation programs, motion picture studios, museums, educational facilities at all levels and major mixed-use
developments. In addition to his accomplishments at PCR, Mr. Broughton is a Governor's appointee to the Baldwin Hills
Conservancy and served as Vice Chair of ULI's National Sustainable Development Council.
Steve Nelson Principal, Director of Biological Services
Mr. Nelson is a full Principal of the firm, the Officer-in-Charge of PCR's Irvine Location, and Director
of Biological Services. Entering the consulting field after receiving an advanced degree in biology, he has over 31
years of experience in the field, including 11 years as a manager of a biological and resources management division.
In addition, he has 10 years experience as a commercial real estate broker, an MBA from Cal Poly Pomona, and served
as a city planning commissioner for five years. Mr. Nelson's broad professional experience lends itself to a unique
perspective and insight into resource identification, evaluation, planning, and management. As a result of his
problem-solving orientation and balanced approach to assignments, Mr. Nelson is commonly sought out by public
agencies, landowners/developers, attorneys, engineers and planners alike.
Stephanie Eyestone-Jones Principal, Director of Environmental Planning & Documentation
Ms. Eyestone-Jones is a full Principal of the firm and the Director of PCR's Environmental Planning and
Documentation (EPD) Division. As the director of EPD, Ms. Eyestone-Jones manages twenty planners in two offices and
is responsible for the Division's overall operations. She has successfully managed and prepared hundreds of
environmental documents for a variety of project types. During her thirteen years with PCR, she has been responsible
for environmental documents for over 15 million square feet of commercial/employment space and 10,000 residential
units. Known for her expertise in the application of CEQA and her ability to successfully certify environmental
documentation in litigious circumstances, Ms. Eyestone-Jones has developed strong relationships with numerous public
agencies, industrial and institutional clients including Walt Disney Imagineering, The J. Paul Getty Trust, Boeing
Realty Corporation and the Los Angeles County Museum of Art.
