PCR was retained for each phase of the Hawks Pointe/West Coyote Hills Habitat Restoration Planning project including implementation oversight and monitoring the mitigation areas for a period of 3 to 5 years. The project consists of three entities totaling 148 acres. The project includes 21 acres of coastal sage scrub creation, 14 acres of coastal sage scrub enhancement and 0.32 acres of created wetland. PCR generated three different Habitat Mitigation and Monitoring Plans for Centex Homes, one for each project emphasis.

PCR's success in restoring the coastal sage scrub habitat is evident in the growth of the newly planted coastal sage scrub over such a large, contiguous area, the quick viability of the hillside as habitat for the California gnatcatcher (a federally-listed threatened species) and its ability to attract the gnatcatchers. In addition to restoration activities, PCR was responsible for raptor nesting surveys under the Migratory Bird Treaty Act and cowbird trapping as required by the Biological Opinion issued by the U.S. Fish and Wildlife Service.
