PCR successfully completed cultural resource permit requirements for Boulder Springs Venture, LLC.'s 1,600-acre housing development in Riverside County, California. Working with the Pechanga Band of Luiseño Indians, PCR developed and executed mitigation strategies for 47 significant resources that resulted in enormous cost savings for the developer while preserving sacred sites for the Pechanga. Successful coordination with the United States Army Corps of Engineers resulted in an expedited 404 permit. PCR assisted in preparation of construction monitoring agreements, clearly delineating roles and protocols to avoid future confusion, and to clarify responsible parties following the sale of the entitled property.
